Following the announcement of a General Election on the 4thJuly, we felt it would be helpful to share the key dates/deadlines that we have at this stage.
New Blaby District Council Chairman Elected
Councillor Nick Chapman has been elected to the civic position of Chairman of Blaby District Council for 2024/25. Nick’s nominated charity will be Leicestershire & Rutland Air Ambulance.
Councillor Janet Forey has been elected to the civic position of Vice Chairman.
We hope to see Nick and Janet in our ward of Fosse Highcross supporting our various functions throughout the year.

Special litter pick to end Blaby District Council Chairman’s civic year
Blaby District Council Chairman Councillor Cheryl Cashmore celebrated the end of her civic year with a special staff litter pick.
Cllr Cheryl Cashmore, who is a regular litter picker with the South Leicestershire Litter Wombles, led the group event from the Council depot in Whetstone towards the Foxhunter roundabout.
By the end of the event, which involved fellow Councillors, Council staff and Litter Womble members, the team had collected more than 21 bags of grot.
The Council supports the Litter Wombles and other volunteer pickers with equipment and collection of filled rubbish bags.

Community Grants Scheme now open to applications
Charities, community groups and sports clubs can now apply for funding from Blaby District Council following the launch of the authority’s 2024-25 Community Grants Scheme.

The event takes place on Wednesday 5 June from 3pm to 5.30pm at the Council offices on Desford Road, Narborough.

Executive Summary
Overview
An application has been made by Tritax Symmetry (formerly DB Symmetry) to the Secretary of State for Transport for a Development Consent Order (DCO). The development is a Nationally Significant Infrastructure Project (NSIP) and is called the Hinckley National Rail Freight Interchange (HNRFI). While the Secretary of State makes the final decision, the examination process was administered by the Planning Inspectorate (sometimes referred to as the Examining Authority or the ExA).
The examination has concluded, and the Examining Authority will send the Secretary of State their recommendation report by 12 June 2024.
Even though the Planning Inspectorate has not officially published their recommendations Tritax Symmetry have entered the following agreement (see below). How could they possibly know the outcome before the Planning Inspectorate, or the Secretary of State for Transport has made a decision? We have written to the Examining Authority and eagerly await their reply.
New Local Plan
As promised last month, we are now entering the final stages of our new local plan and will keep you updated with progress.
Blaby District Council and Santander UK are seeking the public's views on a vision for a potential new community in Narborough and Enderby.
Hayes Gardens Public Engagement
The Council has been working with Santander and is proposing to put forward a 57-hectare (141 acre) site for inclusion into the new Local Plan, earmarking it for a future housing development called Hayes Gardens. The Local Plan will guide how the district develops up to 2041 and is expected to be adopted by the Council in March 2026.
If the site is allocated in the Local Plan and later developed, there will be several benefits. The benefits include:
- Up to 800 much needed homes.
- Increased publicly accessible open space.
- Potential solution to the traffic congestion on Mill Lane, Enderby and surrounding streets.
- Help towards the long-term financial stability of the Council, ensuring that we can deliver vital services in the future.
Public consultation
Prior to the site being put forward for consideration into the Local Plan, we are inviting the public to help shape the draft vision for the proposed new development, known as Hayes Gardens. Santander and Blaby District Council have appointed Meeting Place to lead on this engagement. Meeting Place will conduct consultation events and gather feedback through various channels, including:

- Tuesday 4 June (2pm – 7pm) – Council Chamber, Blaby District Council
- Saturday 15 June (10am – 3pm) – Enderby Leisure Centre

The site consists of land within Carlton Park, Narborough and Enderby Golf Course. You will see from the table below that Santander owns 42.5 hectares (105 acres) and Blaby District Council owns 14.5 hectares (36 acres). Blaby District Council owns 25% of the land being put forward for inclusion into the Local Plan.
Over the next six months your district councillors will attend multiple workshops/ meetings as part of the new plan, these include policies and site allocations, leading to a public consultation at the end of the year.

Rosconn Group ran a virtual consultation on a new development proposal for 80 homes in Sapcote, along Leicester Road.
We met with Rosconn Group representatives to hear about their proposals. We stressed the need for an in-person consultation, as many around the village had issues using the online form.
No planning application has yet to be submitted to Blaby District Council.
